Alignment and new tires?

Alignment and new tires? In theory one should have an alignment done when new tires are put on?
Is this necessary everytime you have new tires put on (stock application and stock sizes put on)?

I was asking for a friend, on his '02 Civic, just a stock car.
I have read that you're "supposed" to have a new alignment done with new tires. However, I don't see the reasoning, especially with just 25K miles on the car. I could see checking the alignment if one wanted to be extra sure.
