Default At a dead end.

I have replaced my power steering pump finally after tons of fitiment issues and the pump whines horribly after like 10 miles of driving. I did the bleed procedure. It did this when I put teh stock one back on after the fitiment issues and I attributed it to the stock one but when I got a new one that fit, I expected the problem to go away. It did not. The steering also gets rough, makes the noise like the tire skidding on turns when it starts whining. I looked under the car and I noticed the boot cover on the passenger side (to the rack) is kinda messed. I never noticed it before. Could it be related? Please, any help is appreciated. I am at a total loss and need my car. Thanks,
