Default Manual Brake Problem

I just installed the Billinsgley Manual Brake conversion kit on my 93 bird. I bled the brakes with a vacuum pump and the rears bleed fine but the fronts barely squeak any fluid through. There don't seem to be anymore bubbles in the lines. I drove the car thinking that this is just the way they are, but first of all, the pedal is EXTREMELY hard and only moves about 1/2" or so no matter how hard you push on it. I have driven manual brake cars before, so I am not thinking it will be as easy as power, but on those manual cars, the pedal did move alot more than this. I know there is something wrong because it takes me more than 60' to slow down from about 20mph. I have a proportioning valve on the rears, and a line lock on the fronts. Any Ideas.

Just thought of something. Are there check valves in the line lock and prob valve. If there are, then maybe I installed one or both of them backwards so the check valve is locking them up.
