Default Play in steering response.

Is it the tie rod ends being worn that causes a car to have play in the steering wheel? When I turn the wheel, it has play from side to side before the car actually turns.

Not necessarily, there are several factors that can cause a car to have "play" in the steering wheel. Even the car's alignment can have an affect on how responsive it is to steering wheel inputs.

I think its the common F-body dead spot. Next time you get an alignment, get then to put a little more toe out on the front end, should make things more responsive.

Could the rag joint cause this?

Well, the rubber that protects the tie rod ends are cracked, so they are not sealed good. I thought it might be them causing the play. The make a creaking and popping noise when I steer the car. At least i think this is what is making the noise. I have new ball joints, and a arms. When getting it aligned again with the new tie rods, if I do end up needing to give the car a little toe out, won't that wear the tires quicker or incorrectly up front? Can a worn steering shaft also cause the play?

If the tie-rods are noisy, they are worn.

Here are some threads on alignment:

There were many more threads....but I figured you'd get the idea from these. The first few threads I posted contain the specs that many on here use.
