Default Question on wheel torque

This is a really stupid question, but how do you guys torque the front lug nuts to 100 ft-lbs? I have a torque wrench but the front wheels keep spinning when I try to tighten the nuts.

I just got a 2001 Z28 and was cleaning the wheels.

Thanks.
