It accounts for not only rubber compound, but tread depth.
If a tire has a soft compound and the manufacturer puts 1/2 of tread on it, it will have the same tread wear rating as a hard compound rubber, but only 1/3 of the tread depth, for example.
And the softer compound will grip better but not last nearly as long ...

That is all about driving style. I got 40K miles off of a set of BFG Comp T/As.
