Also, this of course isn't the manual rack and pinion setup that you're looking for but it is a good explanation as how to run with out your power steering....

To run a power rack with no pump...
The power steering pump is removed. Then remove the idler pulley and bracket as well.
Cut the hardlines near the rack leaving a couple inches of tube. Turn the wheels a little each way to pump out some fluid from the rack, but do not pump it all out.
Now run rubber hosing connecting the 2 lines that were cut, forming a loop and secure with hose clamps.
This lets the fluid flow from side to side without the pump.Do not plug the lines.
With a stock crank pulley I use a Dayco 5060525 belt.
This sheds about 12lbs and frees up a few hp along with noticeably quicker reving as there is not much belt wrap on the waterpump. The waterpump WILL slip slighty when the motor is reved hard which frees up a few more hp.
With skinnies up front + front end lightening, steering while moving is about the same as stock but with greatly increased road feel."
