Default Shock Rebound ?

So I got my new qa1 shocks yesterday and they came fully compressed in the box (which makes sense.) So I noticed the stock shocks, when you compress them, they rebound themselves. But the qa1's I had to pull the shaft out. Aren't these shocks suppose to rebound themselves once you compress them? B/c they don't! There's no pressure pushing them back out at all. Are they suppose to be like that, and rely on the spring for rebound?

Any help, thanks
