Default Comp enginering rear shocks problem?

So I bought some comp enginering rear shocks 3way from speed inc. I just got them and was going to mount them, I tried to set them to 50/50 but they only click once to the last setting, anybody know whats going on or what I need to do? I can spin them around but they only click at the last setting once.
I wanted to get these in today for the track, my stock shock are gone.

Depress them all the way down. Then turn them clockwise two complete turns and stop on the setting that you want

follow directions above and just stop at the setting and stroke it by hand....you'll be able to feel what setting its on....50/50 is easy to stroke by hand 40/60 takes a good bit of force 30/70 i had to stick the shock bottom on the ground and use two hands to compress

But it doesn't click on the 50/50 setting, and when it does make the sound the arrow is indicating that it's on the last setting?
