Default Reformatted my computer. Need help with settings/features

I reformatted my computer because I caught a virus, plus I wanted it to be wiped clean as if it was new. After I reinstalled everything, there were a few problems I ran into. Below is a list of things I can't figure out. There were others, but I managed to correct them. I'm no computer expert, so can someone please help me fix the issues below:

When you click on the Start Button, select Shut Down, it only lists Shut Down and Restart. It used to list Standby and Hibernate as well. How do I get those 2 options back?

While browsing the internet, the page is very choppy when scrolling. It's somewhat of a repainting effect. I cannot scroll up and down the page quickly anymore. How do I fix this?

I used to have an icon on the bottom right hand corner of the screen that displayed the touch pad (I have a laptop). It would light up green if I remember correctly when you touched it. I was also able to touch the right hand edge of the pad and could scoll without having to actually click and drag the scroll bar on the side of the page. How do I obtain this feature(s) again?

When I used to close my laptop, it would go into a standby/hibernating mode and then when you opened it back up, it would ask for the password for the user to unlock the computer. It no longer does this. How do I fix this?

Language Bar - Every time the computer boots up to the desktop, it has the Langauge Bar checked and you see the icon(s) on the bottom right hand off the screen. I uncheck them, but when I restart the computer, they are there again. How do I disable it without having to uncheck it every time it boots up?

Have you done all the patches from Microsoft yet? ie: Service pack 2, USB update, etc.?

Need to install the drivers for your video card.

Look in the Control panel for these options. Most all of these issues can be set up there.

Open the RUN dialog box and type MSCONFIG. A window with some tabs will display. Select the start up tab and deselect the programs U dont want to run on boot up. Restart to save the changes.
Try those. The refreshing (repainting effect) is 99% video card/driver issue. G/L!

If HP made it, go to HP.com and download all of the drivers. If it is a Dell go to www.dell.com, etc. They come in a nice list for you to do. The hibernate and standby are controlled under the ACPI I believe. In other words, you probably don't have the proper motherboard drivers either.

Go to your start button, right click on My Computer. Go to properties. Go to the hardware tab. Click on Device manager. It will give you a list of things that appear to be good and things that the OS has no idea what they are.

the reason you cant use those options is because you are missing drivers. the chipset driver and the video driver will enable standby and sleep mode.

the reason its choppy is because the computer doesnt know how to use the video card so you need to find out which one you have and download and install the driver
