Car wont start please help!!!

Car wont start please help!!! Alright first off i have searched for two days now and i cant find my excact situation.
Ok so i bought a 1999 auto 6 cylinder camaro the other day from a friend. It was running when parked when he went to the navy. then when the hurricane come through a tree fell and popped the back glass out of it. since then the car sit and the radio, heater blower motor and battery were removed. I put another battery on it and everything works but the security light flashes and the car wont turn over.
what is it? is it the ignition or the computer? how can i fix it cheap? thanks alot and sorry for the paragraph.

Honestly it's both. But moreso the ignition. The wires at the turn-key are notorious for breaking, which shorts out the keychip. The car reads it as not you trying to start it so it won't allow it. You can delete/mask the option in the ECU, or at the ignition, cut two wires (I believe it's orange/yellow) I could be wrong, but the two wires get cut then beanied together on the computer side. The wires running to the ignition get left seperate. It bypasses the VATS and allows a start. But do a search on VATS issues to make sure, I'm not promising I'm 100% correct.
^^like he said. the VATS system is the key cylinder...the wires can break and etc.....it just happened to me about a month or so ago...cost a couple hundred at the dealership to fix.in and out in a day....the security light flashes and all the electricity works.....but it wont turn over....i can promise it the VATS...just call ur local chevy dealership and see what they will charge...i'd suggest to do it urself, but unless ur positive u can get ur steering wheel off without settin off the airbag, you'd better leave it to those that can
