Legally, no. Even in non emissions testing counties you still need to pass a visual. You could gut a cat and have it welded on to pass the visual. If you live in a non-emissions testing county then you'll be fine, if you do then you need to get more creative. I heard that on a healthy motor some tuners can write you a tune to pass inspections with no cats. Not sure how much they cost for tunes like that though and you still need to pass a visual.
