I would do free mods, headers, air lid, exhaust, gears, and a tune before I would do much suspension work. Maybe lowering springs and shocks/struts. I have gone deep 1.5xx 60's on stock suspension.

bolt on's first(including exhaust here). then suspension. LCA's, torque arm, pan hard, and sways are all worth the money. shocks and springs are totally up to you. yes a low car looks good but you have to ask if it's practical and is it worth the money and time.

cam/stall/gears on an A4 will also be quite worth the money.

and good tires needs to be somewhere in your priorities.

I'd start with intake and get a lid - FRA is also an option with the lid. Then I'd work on the exhaust and start with headers and work your way back. After that, get some gears.

Well ya the plan is to have over 400 one day but be able to put it all down that's why I'm looking into suspension. Yes I agree a dropped car looks sweet but I don't Think i will do that

With just good tires you can hook a 400rwhp car easily.

I can vouche for the stall being a very noticable addition. I installed a vigilante 3200 during my second tranny change. I changed out the lower control arms and installed a strut tower brace and lid early on since those are cheap and easy upgrades.

after all the stuff ive done to my car id say the best was either the stall or the cam. so id say do stall first.
