In limbo

I have a bill of sale, and the title to a car. But the title was signed by a person and they did not transfer the title over. What do I do.

There is a affidavit of fact you can buy and have it filled out by the last owner to why it was signed(if you don't know the original owner.....do what you gotta do). Then you can get the tittle transferred.

Whose signature is on the back of the title? If it was signed by the person whose name appears on the front of the title, then you should have no problem.
