Default Battery Voltage

Assuming that your battery is "Good", what should the voltage read @ the battery terminal with a meter?

Mines reading about 8-10v's and the car won't start, no radio, seatbelt light comes on and off, tach and speedo jump, then goes down. Fuel pump SOUNDS like it's trying to pump, but no other dashboard indications except seat belt light.

Battery dead or low v's?

Should be 12V - batteries usually have six "cells" each with 2V. If you're reading 8-10 you probably have a bad cell.

13.5 volts when running. Around 14.0-14.2 on a cold start.
