Default anyone good with fuel lines?

i'm trying to change the fuel filter on my 88 GTA, and the f'er is just about welded to the fuel line due to rust. i've sprayed it with PB blaster more times that i can count, and it doesn't do a damn thing. not even vice grips will make the damn nuts turn. the nuts on the fittings are mangled to the point where they are just gonna have to be cut off.

does anyone have experience with fuel lines that would be able to help me cut off the old fittings, re-flange the ends, and put new fittings on? i'm thinking there is enough play in the lines that I could just cut off the existing flange to get the fitting off and it would still fit when re-flanged.

i'm not overly interested in the 'cut it off and use rubber fuel line' fix, except as a last resort. and no, i cant afford to replace the entire fuel line to 'do it right'.

if someone could help me with this before i have an anyurism (saturday or sunday would be awesome, otherwise a weekday night), that would MUCH appreciated.
