Can They Do This?
Houston/Harris County Area. I'm driving down the North side of Antoine where for years and years I've only seen HPD patrolling. Passing by the Little York/Antoine area I had to do a double take because I saw that a constable had just pulled over somebody. I'm not sure how jurisdiction works but what is the policy on something like this? Couldnt something like that be thrown out in court on "technicality"?

ive seen hpd getting people for speeding on i-10 at mason road area........thats out in katy....they need to be worrying about people selling crack in 3rd ward and not people going 20 over in katy

I understand that part. But dont they have some sort of territory that they are supposed to adhere too? I mean I dont think one would see HPD tailiing someone all the way to Conroe or something like that.
I understand that DPS has jurisdiction over all of the states.

Constables are part of harris County which is bigger than the city of Houston. The city has areas that are incorporated outside of downtown like antione, willow brook, Kingwood etc.. The constables patrol in Pct.s Kind of like a district for the sheriff's Office. Precinct 4 for example is the county's district 1. (west of 45 to 249 ish and south of woodlands to ??) Even if they are out of their district, they could write a ticket, but most won't unless your an idiot right infront of them.
