1) Get a grill

3) Watch "Good Eats" on Food Network. Alton Brown gives excellent tips and explains stuff really well.
4) Frozen vegetables are your friends. Especially the newer "steam in the bag" things.

Check your local book stores for how to books. Many of them will start on the basics and teach different cooking methods. Search the internet for quick and easy recipes. Several sites will break it down by level of expertise, so you should be able to find some beginner foods. The only way to learn is to jump in and give it a try. Trust me, you aren't the only guy that doesn't know how to cook
Don't need a lot of oil, sometimes none
Heats up quickly
Capable of cooking a lot in one shot (leftovers = cheap)
Things you can throw into a wok easily:
afforementioned frozen veggies (sams/costco bags are good)
bean sprouts
basically any sliced veggie
mushrooms
You can do chicken breast, or beef if you want too. Best
bet for keeping the cooking time down is really thin cut.
Cut across the grain, not with it. Or do ground beef or pork;
they cook fast.
Throw in the meat first, cook it 'till it's pretty much done then throw in your veggies.
Earlier if they are frozen. I use a little water or chicken broth instead of oil, but if you heat the wok up first, you really do not need all that much oil/butter/whatever to keep stuff from sticking. If something needs less heat, move it up the sides. More heat, move down to the bottom. It's pretty easy.
The combinations are pretty much endless, and in terms of healthy
its pretty effective, since you aren't compelled to put in anything besides
your main ingredients, and you can pour the meat fat right off if you want.
Sauce is up to you. You can get more complicated
if you want (marinating your meat, etc) but bare bones for eating in 15 ish
minutes, you cannot beat: cook meat, add veggies, add flavoring..done.
