Lost Title Recovery?

Lost Title Recovery? My dad lost the title to an old car that he hasn't driven in a long time. Where can I go to get the title for it? It is a 1991 Dodge Dynasty 4 door. V6 auto 4 speed.
Also, If anyone wants it they can come pick it up for FREE FREE FREE.
It was able to turn on but I went to go start it the other day and all it would do is crank. The transmission is slipping in 4th gear and it doesn't have ac or heat and the paint is peeling.

Your dad can fill out a VTR-34, or whoever has power of attorney can do it with ID.

hmm.... i saw a sketchy *** place next to a bail bond place on industrial blvd in dallas that says 'lost titles'... i wonder if they mean 'we'll help you get your stolen car legally on the road!!' 
I have been through this before, and it can be a nightmare if the car isn't in their computer system.
First thing to do is go to the dmv, they'll give you an application. If the car is in their computer system, it's a very simple process. I, on the other hand, lost a title that had not been registered to my name yet, and was also not in the buyer's name... So what you have to do then, is fill out a bonded title application, find a place that will get a bond for you (insurance agencies can do this, but they are slow about it). They'll charge a fee, which is usually like $50 + .15% of the nada value of the car, and then they'll give you some paperwork to take back to the dmv, where you'll pay like a $2 fee, and they'll process a new title for you.

you are correct, i used to work for the state department that issued replacement titles, and we used to get a bunch of shady people trying to get titles to cars they didn't own. It's amazing what a general person can do to get a copy of a title to a vehicle.....technically if a Certified Copy of the Original is issued the original become nul and void.

So that is my problem, not that it is stolen, but that my dad now lives in West Virginia and he is not going to come all the way down here just to file for a lost title. How do I go about getting power of attorney?

I believe there is a form for that. It is a TXDOT form, like the one you can use to get a car out of an impound lot. I believe it is TXDOT form 1895 "Affidavit of Right of Possession or Control.

Just get a VTR34 form from txDots website, fax it or mail it to your dad, have him sign it and mail a copy of his drivers license, as well just to be safe get a Power of Attorney from him. so you don't have to waist your time.
