Default Really need some help with this!

i have a 95 lt1 camaro 6 spd. I just installed a 97 long block in it due to a head gasket blowing and the engine vapor locking.

The problem i am having is that the fans wont come on at any temperature. I have searched every site and still have not found the problem.

The fans will only turn on when i:
Jumper the 5 and 6 pin on the dlc,
Directly connect the fans to a 12 volt source,
Pull the harness from the sensor on the water pump to trigger a ses light which activates both fans.

I have checked all fuses, and tested all relays.
One thing that i have noticed is that the wire that connects to the sensor has a piece of insulation missing but is not cut. Could this cause interference or a false ohm reading by the pcm?

I pulled the conneection to the sensor itself and got an ses light and both fans turned on so im pretty sure that the pcm is capable of turning them on.

Im located around HWY3 and Eldorado in houston.

Or if anyone will let me borrow a scanner! I can prob fix it with that. It would be worth your while

I just reprogramed the comp for a 160 stat. The fans now come on when the gauge on the dash reads a little over 210 degrees. the car runs now but at an unusual 210+. Im not sure why the fas are coming on so late. its almost as if the temp on the block is 40 degrees hotter than the temp at the water pump. Could this be and if so , what would cause this?

It's normal it wont run 160 unless you are driving down the road with cold air through the condensor and even then it will be closer to 180. Fans on at 210 if that's where they are programmed and sitting still and idling sounds normal as can be.

Before i changed long blocks my car never got above 185 at any point, now it sits and fluctuates around 210 + or - 10 degrees when the fans kick on and off? does everyones car do this? I finally just got it to run like this. The fans are set for a 160 stat with a hpp3
