LS1 h/c, juice, t56, tune, bolt ons? Or 408, spray, bolt ons, t56, and tune?

Heads/cam would be the way to go. You can easily have $5k in the shortblock alone. Plus if you do heads/cam you can always just add them to a bigger motor later.
