yup, but how loud is your car exactly? does it scare people? I wouldnt get too technical about cats if your car isnt that loud. borlas are known for being some what quiet lol (atleast mine is). hell, what if you go through all that work getting fake cats put on and the inspector doesnt even check when you bring it in! lol
i'd do this (if your car isnt really loud)
i'd take it in for a reg. inspection and find a place that looks really trashy like they dont give a **** about anything. see if it passes and if they fail it for cats, then get fake ones put on - they'll never know if they work or not because they dont sniff 1996+. the reinspect is free!

no, but if your registered in a county that doesnt require emissions - and you take your car to get inspected in an emissions required county, they your paying 39.75 when you can get it inspected in your safety only county for 14.50
i have people come in all the time from other counties that dont require emissions, but the people just want the inspection sticker because the county its registered in is too far away
