Corrupt cops are everywhere, some do it because they know they wont get in trouble. Im sure when that guy filed complaints, their boss just gave them a slap on the wrist... which is why I am sure you can go into NYC and still see cops blocking fire hydrants. If they dont get punished properly, their actions continue.

If the officer knowingly and willingly breaks the law for their own personal gain (no matter how minor you may think it is)... I call that corruption. Whether it be for a few minutes so they can run in and grab a sandwich, or loot at a Wal-Mart after a natural disaster. They know the law better than any of us yet they still choose to break it because they are in a position of authority.
