Default Tx Dot/cdl ?

I need to buy another larger trailer. Either triple single axles or dual tandem. I would really prefer the duals, but need a few things ironed out. CDL class license comes into play over 26K lbs, correct? Most of the dual axles out there are rated for exactly that amount or less, seemingly to get around having a CDL to haul. A buddy of mine said that you can run them, BUT have to have a CDL if you run air brakes. Now I do not, and will not have a CDL. Nor do I need a fulltime driver. We hire big trucks to haul the 30K-50K lb. loads, but need to be able to handle atleast 22K lbs in house. Suggestions, or experience with this?
