Grind a set of cross hairs in the end and it will keep the bit centered, then use a screw extractor.

you can drill a small hole in the center and use an easy-out set

I'd soak it with some sort on penitrating oil and let it sit.... or if you have a small tourch heat the area around the bolt up... I assume the motor is still in the car in that case your options are limited... I would think if you could get a high quality extractor in that would be your best bet..

don't know if there is a way to do this without burning other components such as electrical but, you can hold a nut in front of the broke stud and fill it in with a welder (which would weld the nut to the end of the stud). use a little bit smaller nut to keep from welding it to anything surrounding the stud. then just back it out like a normal bolt.

If it is a cast iron head, you can use a cutting torch and burn it out in a few seconds without hurting the head. The suggestions others have made also will work. You can also use an EDM machine, drill it out to almost to the threads and use a small chisel to collapse the shell that is left. There are a lot more things you can do that I haven’t thought of or mentioned.
