Why can't I vote in polls?

Why can't I vote in polls? I can't vote in any polls, and I can't figure out why. I've searched, but I haven't found anything. Is there a minimum number of posts you must have or something?
In every poll, it always just shows me the results and says "You may not vote in this poll" where for most people it would say something like "You have already volted in this poll"
