Two popular, free, photo editing utilities are:
The Gimp
and
IrfanView
Both will allow you to either scale and/or crop photos along with many other features. If you're using a Windows machine you should also have Paint installed which will also do minimal things such as scale photos.
Note: The maximum size of your custom image is 100 by 100 pixels or 19.5 KB (whichever is smaller).
You can upload a slightly larger file, and the system will normally be able to adjust it conform to the limitations noted above.
If you want to simply resize an image, you select Stretch/Skew in Paint and enter a lower %. Cropping would be to trim the irrelevant selection (based on user input) of the photo. I don't think Paint can do this, so instead, you need to use the tool selecter to select the part of the image you do wish to retain, then click on Copy and then paste it as a new image. Paint is not the best program to be editing photo utilities, but it can be done.
