when do i have to become a sponsor?

when do i have to become a sponsor? i was thinking about taking a friend of mine and my stocker rockers and making them into a valvespring tool. will i be forced to become a sponsor if i sell more then one?
i see someone is selling 3 pulley tools and is being asked if he is producing them. whats the limit and if the limit is exceeded, how do i become a sponsor? i have no website or interest in making one.
any help with the confusion will be appreciated
