Ummm.... I am pretty sure the Marines are older than 23 (since they started in like 1912) so I think it is safe to assume he was wishing a specific person Happy Birthday

Un-Officially they are a little bit older

A Few Good Men: On 20 March 1779 in Boston, Capt. William Jones, USMC, advertised for "a few good men" to enlist in the Corps for naval duty. The term seemed ideally suited for Marines, mainly because of the implication that "a few" good men would be enough. This term has survived for over 200 years and has been synonymous with U.S. Marines ever since.

The United States Marine Corps traces its institutional roots to the Continental Marines of the American Revolutionary War, formed at Tun Tavern in Philadelphia, by a resolution of the Second Continental Congress on November 10, 1775, to raise 2 battalions of Marines. That date is regarded and celebrated as the date of the Marine Corps' "birthday".
