Front plate petition
Read the second question in this link to CHP's website:

I've got my rear hatch tinted and have never had a problem the 3 years I have lived here.
I signed that petition a long time ago, no front plate here either but I haven't gotten a ticket for it....yet.
He also got me for failing to show current registration. I have the new registration with sticker still on it in my glovebox but I handed him the old one(expired friday). I even showed him the new one and told him I forgot to put the sticker on the plate. He asks me to get out and walk back to his car. He then tells me he's getting for: No front plate(my fault), rear window tint(legal), failure to display plate sticker(my fault), and failing to show current registration(had it in the glovebox). I tell him the tint is legal and that I have the current registration in the car. He tells the tints illegal, argue with the court. I then tell him I have the current registration in the car. He says " That's fine, sign the ticket".
I fucked up by signing the ticket
Apparently the law contradicts itself, so be prepared to get screwed since our legal system seems to intentionally be vague about these sorts of things in order to bend the law to their suiting...

Can I put after-market tinting on the windows of my vehicle?
The main requirements for legal window tinting in California are:
1.The windshield and front driver's side and passenger's side windows cannot receive any aftermarket tinting.
2.If the rear window of a vehicle is tinted, the vehicle must have outside rearview mirrors on both sides.
The law prohibits any person from driving any motor vehicle with any object or material placed, displayed, installed, affixed, or applied upon the windshield or side or rear windows, with certain limited exceptions.
However, legislation signed into law effective January 1, 1999, exempts from the above prohibition specified clear, colorless, and transparent material that is installed, affixed, or applied to the front driver and passenger side windows for the specific purpose of reducing ultraviolet rays. If, as, or when this material becomes torn, bubbled or otherwise worn, it must be removed or replaced.
California Vehicle Code :
http://home.pcisys.net/~bpc/auto_law/tint/tint_ca.html
26708. (a) (1) No person shall drive any motor vehicle with any
object or material placed, displayed, installed, affixed, or applied
upon the windshield or side or rear windows.
(2) No person shall drive any motor vehicle with any object or
material placed, displayed, installed, affixed, or applied in or
upon the vehicle which obstructs or reduces the driver's clear
view through the windshield or side windows.
26708.5. (a) No person shall place, install, affix, or apply any
transparent material upon the windshield, or side or rear windows, of
any motor vehicle if the material alters the color or reduces the
light transmittance of the windshield or side or rear windows , except
as provided in subdivision (b) or (c) of Section 26708.
(b) Tinted safety glass may be installed in a vehicle if (1) the
glass complies with motor vehicle safety standards of the United
States Department of Transportation for safety glazing materials, and
(2) the glass is installed in a location permitted by those
standards for the particular type of glass used.
