I got a modified emissions ticket in my car last year. I had to go to court and couldn't pay it in the mail. My ticket also had one of the referee stickers on it. I went to court and the judge said I could just pay a fine. $556 dollars later and it's over with. I even have cats on my car...just the LT's are obviously not legal. I payed it and dealt with it.

There is so much bad information in this thread. You have to fix it AND pay the fine, no way around not fixing it. 27156(b) is correctable and unless the officer specifically notates on the citation it can be signed off by any officer in any agency(the CHP does this for free). If you drive the car before you fix it you can be cited for 27156(f) which will get you 30 day impounded. Vehicle code 40150 requires you to fix it, period. If you dont fix it you will get a hold on your registration and be in violation of vc4000(a) and get a 30 day impound.

If you do have to go to a ref be careful, they know what theyre looking at, and will catch things most officers wont.

Just be glad the officer doesnt know the vehicle code really well, I could probably make 7 or 8 tickets out of the average street racer.
