Default need a smog

i need to know a mod friendly smog shop in so cal...the car will pass the pipe but has headers and cats.....i dont want to spend time explaining to a regular smog joe that after the car has 85K miles on it you can move the cats

dood jus go to a few differnt shops im sure you will fidn someone who doesnt even realize you have headers.

the cats must remain in their stock location as long as the car is under the federally mandated 85k mile warranty period

hmmm i was told by the referee they gotta be in the factory locations regardless due to heatshields etc whatever and they say so, u may not change the cats before 85k, but the locations the same.

i discovered the 85k mile rule 2 yeas ago when i put the headers on and the carsound high flow cats, at that time it stated specifically in the California Motor Vehicle code that the location of the cats could not be moved untill the Federally mandated 85k mile warranty period was up.

i just spent the last hour or so going over hte vehicle code and i can find no reference to required location of catalytic converters. and now there are provisions for the acceptance of aftermarket cats, where in my first investigations there were not

TITLE 13. Motor Vehicles
Division 3. Air Resources Board
Chapter 4. Criteria for the Evaluation of Motor Vehicle Pollution Control Devices and Fuel Additives
Article 2. Aftermarket Parts
§2222. Add-on Parts and Modified Parts.

.......

(h)(1) The Executive Officer shall exempt new aftermarket non-original equipment catalytic converters from the prohibitions of California Vehicle Code sections 27156 and 38391 based on an evaluation conducted in accordance with the “California Evaluation Procedures for New Aftermarket Non-Original Equipment Catalytic Converters” as adopted by the state board on August 19, 1988.

(2) No person shall install, sell, offer for sale or advertise, any new non-original equipment aftermarket catalytic converter in California after 180 days from the date of filing of this subsection with the Secretary of State unless they have been exempted pursuant to the procedures as provided in this subsection.

(3) For the purposes of this regulation, a new aftermarket non-original equipment catalytic converter is a catalytic converter which is constructed of all new materials and is not a replacement part as defined in Title 13, California Code of Regulations, section 1900, or which includes any new material or construction which is not equivalent to the materials or construction of the original equipment converter.

(i)(1) Except as provided in Subsection (i)(2) below, no person shall install, sell, offer for sale or advertise, any used catalytic converter in California unless the catalytic converter has been exempted pursuant to the “Criteria for Evaluation of Add-On Parts and Modified Parts,” adopted by the state board on November 4, 1977, as amended May 19, 1981.

(2) The Executive Officer shall exempt used original equipment oxidation catalytic converters which comply with the U.S. Environmental Protection Agency interim enforcement policy for used converters (published at 51 Federal Register (FR) 28114 (August 5, 1986) and 51 FR 28132 (August 5, 1986)) from the prohibitions of California Vehicle Code sections 27156 and 38391 for the vehicle applications indicated by the federal label and installation instructions.

(3) No person shall install, sell, offer for sale or advertise, any recycled or salvaged used catalytic converter in California more than 30 days after the date of filing of this subsection with the Secretary of State unless they have been exempted from the prohibitions of California Vehicle Code sections 27156 and 38391 pursuant to the procedures provided in this subsection.

(4) For the purposes of this regulation, a “used catalytic converter” is a catalytic converter which is not a new aftermarket non-original equipment catalytic converter as defined in Subsection (h)(3), or a replacement part as defined in section 1900; and “oxidation catalytic converter” is a catalytic converter designed for the control of only hydrocarbon and carbon monoxide emissions.

it would appear that our friends in sacramento have been at work again.....i have searched the entire California Code of Regulations, under which Title 13 covers motor vehicles and smog requirements......and it has NO reference to a visual inspection of emissions control equipment with the exception of looking for leaks

I called CARB last year and as of then there were NO CARB certified aftermarket cats for any LS1 drivetrain.... don't that suck. Not that most techs would be able to tell if they are stock cats or not.

I just put on the magnaflow/carsound OBDII compliant cats. They have an e.o. #. I don't think it is for the f-body though. But they are CARB legal on other LS1 vehicles. You can buy these at muffler shops and they wil sell and install them, no questions asked. No matter how many miles your car has, they have to be installed in the stock location. They are 99.999% smog legal, and I couldn't see anyone giving you crap for them. They even look like many OEM cats, but flow very well.

please read previous post where i state that research into the vehicle and title 13 of the california codes both DO NOT specify that the cats must remain in the stock location, as it did the last time i researched this over 2 years ago. they do differ to federal emissions regulations as a guideline.....so more research to follow...................

One thing that will continue to work in our favor is that smog laws are still open to interpretation and human error. But, once you get to the referree stage there is no grey area.

The stock location of the cats must be kept. When you move the cats backwards, they take longer to heat up and therefore longer to do their job. Moving the cats is a federal offense and considered tampering with an emission device. When you move the cats you are releasing more pullutants on start up.
