Is this your car or are you thinking of buying? In any case this is a classic www.kbb.com "private party' value minus 50%. That re-built title follows the car for the rest of it's life. The old albatross around the neck. A lot depends on the reason for the title too. Flood cars can be a real nightmare at any price, yet an accident car with no chassis or frame damage might be a consideration.
In my zip code this car is a $20,000 car all day long with those ultra low miles, but with the bad title, a $10,000 car. If you are looking to buy the car and if you absolutely love the C5 I wouldn't pass it up for $11,000 or $12,000 but that's your call. That extra $$ won't hurt you if you keep the car for a few years or longer. If you are selling, ask whatever you feel comfortable with but expect pricing in this same ballpark. Are these prices close? What's the deal?

I was thinking of buying it, I think its a flood car though, if you want it check tennesee craigslist, nashville maybe? but it may be sold by now
priced at 9500 btw

It is priced right but still quite a gamble. The flood history is the worst news possible. Such a shame for such a low mileage car.
