Regardless, Firebrian is absolutely right - forget that seller if he's vague about the original factory content and refuses to send a picture of the SPID. Buying a used car is always a gamble of sorts, so at the very least you need to feel that the seller is being honest with his answers and the presentation of the car. Sounds like it's time to move on.

If anyone has an opinion. No idea about the mechanical condition but it does look like its in rough shape exterior wise. trying to keep it 4k or less gonna check it out tomorrow and see whats up with it.

The paint looks rough up front, but at least it still has some shine to it. The interior shows it's age, but nothing unexpected for 165k miles/18+ years. The top actually looks pretty decent from what I can tell, but that would be my greatest area of concern specific to this car (the top and how it operates - could have plenty of issues at this age/mileage.)
With a budget of $4k or less, you won't find many "nice" examples, if any. I would expect all of them to need some kind of work at that price (and/or be cosmetically rough, and/or have title issues). If it were me, I'd wait until I had a few thousand more and then broaden my search to more expensive/nicer examples.
