If you don't mind installing twice, you can always do Koni SA's with lower perch mod in front and heater hose mod in back FIRST and then when you get more money do the springs.
Stance will pretty much be identical, springs will just make it ride better later.

For the brakes, I plan on doing the CTS-V fronts, probably the 6 piston. I thought about doing just shocks, but as much work as it takes, I figure it would be best just to do both at once, besides the Koni's cost way more than the springs anyway.
Once I get the suspension done though, I may look at those seats you have. I figure I might need a bit more side support than you get out of the factory seats.
