Default Offset for front 17x9.5s

If I understand correctly, I can get 17x9.5s with either a 38mm or 56mm offset. Which would be more appropriate for my car with a 17x11 36mm offset rear wheel? How does each offset sit with respect to the fender? I really prefer a more flush looking fit. I don't like how the stock wheels sit recessed in from the fenders (especially in the rear, just doesn't look right)

36 to 56 is all acceptable for the 9.5 depending on the look. I know a few guys in TAs buy the 36mm 11" rear, but Ill always suggest the 17x11 +50 for the best look and fit.
