At what point does a guy have to say "that's just too much weight" when trying to balance a wheel? Two ounces? Less? I dunno.

If the wheel by itself is out of balance, I'd check with whoever you purchased it from or SJM (a sponsor here) to see what Bogart recommends.
My current ET Streets have ~ 15 oz on them due to a heavy spot in the tire.
The last 2 sets of ET Streets were out enough that we spun just the rim for a sanity check.. in both cases the rims ran neary true. Each time was a different sets of rims.
Now if the rim was out of balance due to the fact it was bent or warped past manufacture tolorances, it would of course have different issues that would need to be addressed first before you attempted to balance it. Bogart warranties are against any manufacturing process defect. If there are any issues that need addressed and it is found defective, it will be taken care of.
If you feel there are manufacturing defects, please return them and we will evaluate any concerns. If they a rim is found to be defective they would be repaired free of charge. Great pride is taken for each rim produced. Each rim goes through quality control and tolorances are checked before they leave the factory. Of course, no one is perfect, it is possible a rim can slip by quality control or damaged even through shipping.

Another example, when you purchase a flywheel, crankshaft etc. They are cut via CNC machining, one would think that is is balanced due to uniformity. You HAVE to balance it though as it surprizingly can be far off from zero balance. How much do you need it? That depends on each item that comes out.
Regarding the rims, if it is deemed that "too much weight" is needed, one can rotate the tire so that the spots are out of phase, this would make a rim+tire have the least amount of weight needed...I don't know too many folks that do this though as they put the tire on, and just add weight where it is needed. Most shops wouldn't take the time to do this, if you asked, they would probaly look at you funny...lol The end result of the rim and tire being balanced is most important.
