Wheel spacer help???

Put two 1.25" spacers on the back of my 99 SS. Left fits perfect but the right sticks out a lot more. Dosnt seem to go in all the way? I'm stumped. Any ideas on what the problem might be?

Rusty hub flange not letting it seat all the way down. Hit it when some scotch Brite pad. If that's not it it's probably the panhard bar being non adjustable.
