Default Rear Tires Rubbing?

I have a 99 TA w/ 17x9 front, 17x11 rear (315/35/17 tire) and the rear rub in corners, I heard an adjustable panhard bar will fix this? is that right, or is this just too big without clearencing.

Thanks

My 285's rubbed and I had a rod-ended PHR. I just hammered in the fenders and now there is no rubbing. I might get wheel spacers soon just in case.
