What could cause chrome to bubble on Al wheels??>

Just a general inquirey if there is any mettalurgists out there. I am wondering what would cause on chrome wheels to bubble on aluminum forged wheels?
I know one possible cause is pre-treatment before the chroming process.
Can any chemical cause this to occur.
My thought is no since metal is an absolute barrier. So any chemical would not penetrate the surface down to the aluminum, and then cause bubbling btw the chromium layer and aluminum. My thought would be a chemical would ultimately cause surface corrosion that would eat down through the chromium layering, and then seep btw the layers of metal causing bubbling.
Any gurus here who could shed some light on an issue I have??
