15" wheels and tires?
The smaller wheel will not be as stable as the 10" wide wheel using those tires.
There's little to zero reason to even consider the 8" wheels when there are much better choices available. If you used an 8" wheel, the largest size other manufactures offer is 5.5 which sticks out too far in comparison to the 10 on 7.5. Like mentioned, if I were to build an 8" wheel for the F-body...as mentioned, I dont recommend them, I would build it at 6" of backspace. I still to this day do not understand why there's some purchasing those 8's. Make your selection the following way:nail the tire size you want FIRST, then choose the wheel based on the tire manufactures suggested wheel size. Not the other way around.
The billet wheel you mentioned though very nice looking is very heavy at close to 17lbs. If you're looking for an economy wheel, I'd pick a prostar or draglite over it anyday. If you want the least weight wheel with direct fit, obviously one of our Bogart wheels would be your best bet.
