Verdad Gallardo I am sure they can. Just tape off what you don't want to remove paint from and start either sanding or media blasting the surface with a real light compound. After you removed the paint from the surface prep the surface with a tack cloth and go from there with a polishing wheel or a different paint or what you are trying to do.
if those are like my 10 spokes, the face of them isnt smooth. i stripped my wheels to have them powder coated and there were ridges all along the face of the rims.
so, that may be a problem if you want to have the machined face like the 35th wheels.
