Clear Coat
if the clear is coming off then they may not be powder coated, could be paint instead.
OR the black is powder and some dumbass shot liquid clear over the powder.
clear powder doesn't "peel" away like paint, if something manages to hit it hard enough to remove it it will chip away in pieces from the impact, etc.
