Default OBD2 port has no power

I did a quick search and could not find anything about this... mods move this if you want it somewhere else.

I just got a Aeroforce scanner, and plugged it into my OBD2 port, but got no power from it. I plugged it into another car, and it worked just fine. I also plugged in my code scanner and it would not work. Plugged it into another car, and worked fine.

Where should I check first?

My Dad had the exact same problem with his 2004 silverado. Turned out to be a blown cigarette lighter fuse. He repleced the fuse and his scanner worked perfectly.
