Help programing keyless entry for 1995 Trans Am

Hey guys I bought a keyless entry remote for my car and I am having problems programing it. I am using this website for instructions http://shbox.com/1/4th_gen_tech2.html#1995keyless . My car has the 16 pin DLC. When I use a jumper wire to connect the ports I can not get any response from my car. As in the doors are suppose to lock then unlock and I can not get them to do either. I checked and my car has the appropriate door jam code meaning that it can have a remote programed. Does anyone have any suggestions?

Oh yeah I checked and all of the fuses were good.

Are you sure the batteries in the remote are good?

Haha not really but shouldn't the car's doors lock and unlock just due to me crossing out the terminals on my OBD port?
