Default Key Fob Trouble

I had to get a new FOB and I am having the hardest time getting it to program. I've checked the numbers and as far as I can tell, it's the correct FOB for the car. 16245100-29 AB01502T.

I've pulled the radio fuse (I have seen people say theirs are 15 or 20, mine is 25) Did the 3 cycles and got nothing from the doors, no lock or unlock.

I hold the lock and unlock buttons down for the hell of it and still nothing.

What am I doing wrong here?

Car is an 02 Camaro.

I thought you had to cycle the key 5 times.
