Possible starter problem

I am troubleshooting a possible starter issue. I have one question.
If I can hear the starter relay click in the fuse box, am I passed VATS?
I think it's a starter problem, and we are hooking up a test light to it this weekend. Also checking grounds. I'm 95% sure it's a starter problem, but wanted to see if VATS could be an issue in the troubleshooting process.
No starter solenoid/motor can be heard when I turn the key. Battery should be good. (I'll still test voltage this weekend) Nothing has changed, I drove the car for two days prior.

The VATS system provides ground for the coil side of the starter relay through the BCM, so if the relay is operating then VATS isn't the problem. Besides, VATS will turn on (or flash) the security light in the instrument cluster when it is operating.
