no power to fog lights

no power to fog lights so im was putting in some new fog lights and i couldnt get the lights to come on when i touched the wires to them so checked the fuse and took a test light to the wires and there is no power to them so im stumped and i dont really know how to tell if the switch is bad the light on the switch does come on so i assume its good. if you have had this problem before or know whats causing it please reply thank you.
