The TAIL LPS fuse protects all exterior running lights and the fog lights as well as interior lights through the IP DIMMER fuse. Any portion of those circuits could have a dead short to ground that would blow the fuse including light sockets, headlight switch, panel dimmer switch, or any of the wiring in between. It is not likely the fuse panel because there is no ground in the panel for wires to short to. First, go get yourself a big stack of the proper 20-amp fuses - you're going to blow a lot of them while looking for the short. Unless you recently did some electrical work (which would be the first place to look), I expect you will have to spend some time tracing individual circuits looking for shorts from wires with damaged insulation. Start by unplugging the headlight, fog light and dimmer switches and see if that keeps the fuse from blowing.
