How to disable automatic headlights

How do you do this on a 99 Camaro SS? I like the daytime running lights to stay on, but I hate how my headlights turn on automatically.

If you decide to do the scotchlock method, be careful when removing that upper dashpad, mine cracked in numerous pieces when I pulled it up.
